ಭ್ರಷ್ಟರ ಬಗ್ಗೆ ನಮಗೇಕಿಷ್ಟು ಗೌರವ ಮತ್ತು ಪ್ರೀತಿ ?

ಒಬ್ಬ ಕಳ್ಳ  ಹತ್ತು ರುಪಾಯಿ ಕದ್ದರೂ ಸಹಾ ಅವನನ್ನು  ಪೊಲೀಸರು ಹೊಡೆದು ಜೈಲಿಗೆ ಹಾಕ್ತಾರೆ .ಅವನಿಗೆ ಜೀವನ ಪರ್ಯಂತ ಕಳ್ಳ ಎಂಬ ಹಣೆಪಟ್ಟಿ ಬೇರೆ .ಒಬ್ಬ ಡಕಾಯಿತ ಲೂಟಿ ಮಾಡಿದರೆ ಅವನನ್ನು ಶೂಟ್ ಮಾಡ್ತಾರೆ ಇಲ್ಲ ಜೈಲಿ ತಳ್ಳಿ ಶಿಕ್ಷೆ ಕೊಡ್ತಾರೆ .ಇವರಿಬ್ಬರು ಮಾಡುವ ತಪ್ಪು ಒಬ್ಬ ಭ್ರಷ್ಟನಿಗೆ ಹೋಲಿಸಿದರೆ ಅತಿ ಸಣ್ಣ ತಪ್ಪು.ಇವರು ಸ್ವಂತ ಹೊಟ್ಟೆಪಾಡಿಗಾಗಿ ಕಳ್ಳ ತನ ಮಾಡುತ್ತಾರೆ.ಆದರೆ  ಒಬ್ಬ ಭ್ರಷ್ಟ ಸಮಾಜವನ್ನೇ ಲೂಟಿಮಾಡಿ ಹತ್ತು ತಲೆಮಾರಿಗಾಗುವಸ್ಟು ಆಸ್ತಿ ಯನ್ನು ಮಾಡುತ್ತಾನೆ.ಇವನಿಂದ ಆಗುವ ಅನಾಹುತಗಳು ಒಂದೇ ಎರಡೇ .

ಭ್ರಷ್ಟ ಅಧಿಕಾರಿ ಜನರ ರಕ್ತ ಕುಡಿದು ಹಣ ಮಾಡುತ್ತಾನೆ.ಒಂದು ಮಗು ಹುಟ್ಟು ಸಾವಿನ ಮದ್ಯ ಹೋರಾಡುತ್ತಿದ್ದರೂ ,ಮಗುವಿನ ತಾಯಿ ಹಣ ಕೊಡ ಲಾಗದೆ ಗೋಳಿಡುತ್ತಿದ್ದರೂ ಕಣ್ಣೆತ್ತಿ ನೋಡದ ಹೃದಯ ಹೀನ ವೈದ್ಯ,ತಾನು ಕಟ್ಟಿರುವ ಕಳಪೆ ಕಟ್ಟಡ ಕುಸಿದು ಬಿದ್ದು ನೂರಾರು ಜನರ ಬಲಿತೆಗದುಕೊಂಡರೂ  ಹೇಸದ ಕ್ರೂರಿ ,ಭ್ರಷ್ಟ ಇಂಜಿನಿಯರ್ ,ಶ್ರೀಸಾಮಾನ್ಯನ ತೆರಿಗೆ ಹಣವನ್ನು ಲೂಟಿ ಹೊಡೆದು ,ಸಮಾಜ ವಿರೋಧಿ ಶಕ್ತಿ ಗಳೊಂದಿಗೆ ಕೈಜೋಡಿಸಿ ,ದೇಶಕ್ಕೆ ಅನ್ಯಾಯ ವೆಸಗುತ್ತಿರುವ ,ಭ್ರಷ್ಟ ರಾಜಕಾರಿಣಿ ,ಈ ಮೂವರಲ್ಲಿ ಯಾರು ಕಳ್ಳರು,ಡಕಾಯಿತರಿಗಿಂತ ಉತ್ತಮರು ?ಇವರು ,ಮಾಡುವ ಸಮಾಜ ದ್ರೋಹಕ್ಕೆ ,ಯಾವ ಶಿಕ್ಷೆ ಕೊಡಬಹುದು ಎಂದು ಯಾರಾದರೂ ಯೋಚಿಸಿದ್ದಾರಾ? ಇವರ ಧನದಾಹಕ್ಕೆ ಇತಿ ಮಿತಿ ಅನ್ನುವುದೇ ಇಲ್ಲ.

ಆದರೂ ಸಹಾ ಸಮಾಜದಲ್ಲಿ ಇವರು ಗಣ್ಯರು .ಇವರೂ ಮಾಡಿದ ಲೂಟಿಗೆ ಯಾವುದೇ ಶಿಕ್ಷೆ ಇಲ್ಲ .ವಿಪರ್ಯಾಸವೆಂದರೆ ಇವರನ್ನು ಜನರು ಪ್ರೀತಿಸಿ ,ಗೌರವಿಸಿ , ಹಾಡಿ ಹೊಗಳುತ್ತಾರೆ .ಇದಕ್ಕೆ ಮೂಲ ಕಾರಣ ಇವರು ಸಮಾಜಕ್ಕೆ ಮಾಡುವ ಅನ್ಯಾಯವನ್ನು ಜನರು ಅತಿ ಹಗುರವಾಗಿ ಪರಿಗಣಿಸುತ್ತಾರೆ.ಭ್ರಷ್ಟತೆಯಿಂದ ಗಳಿಸಿದ ಹಣಕ್ಕೆ ಎಲ್ಲಿಯವರೆಗೂ ಮರ್ಯಾದೆ ಇರುವುದೋ ಅಂದಿನ ವರೆಗೆ ಭ್ರಷ್ಟಾಚಾರ ಇರುತ್ತೆ .

ಈಗ ಹಣ ಗಳಿಸುವುದು ಮುಖ್ಯವಾಗಿದೆ ವಿನಃ ಗಳಿಸುವ ಮಾರ್ಗ ಮುಖ್ಯವಾಗಿಲ್ಲ.ಹೀಗಿರುವಾಗ, ಶ್ರೀಸಾಮಾನ್ಯನ ನಿರ್ಲಕ್ಷೆ ಇನ್ನೊಂದು ಕಡೆ ಇದಕ್ಕೆ ಮತ್ತಷ್ಟು ಪ್ರೋತ್ಸಾಹ ನೀಡಿದೆ . ಇಂತಹ ಸತ್ತಂತಿಹ ಶ್ರೀಸಾಮಾನ್ಯನನ್ನು ಬಡಿದೆಬ್ಬಿಸುವ ಸಾಹಸವನ್ನು ಅಣ್ಣಾ ಹಜಾರೆ ಮಾಡಿದ್ದಾರೆ .ಇವರ ಪ್ರಯತ್ನ ಫಲ ಕೊಡಲಿ ಎಂದು  ನಾವು ಆಶಿಸೋಣ .

Once upon a time  there was king and he found one of his officer  was very corrupt.Where ever he was posted he use to extract money from the people by harassing them.The king then decided to post  him to a  place where there was no scope for any corrupt practice.One of the ministers gave him an  novel idea that he could  be  posted near sea and made to count the number of waves hitting the seashore every day .This way he could  be kept busy and there was no chance for him to extract money from anybody.The king accepted their suggestion and he was posted near the sea.

The  official went to the seashore started  lazily counting the waves.Soon he saw some fishermen entering the sea for fishing with out his permission.Then he shouted ,"Ye, Fishermen you can not enter the sea ,and disturb the waves.The king has ordered me to keep proper count of waves." Poor fishermen begged him to allow them fishing ,with out which they will not be able to feed their family.Then he struck a deal with them,that,they should give him one fourth of their income everyday.One day,king asked the minister to go and see what is happening with this fellow.The minister went in indisguise as fisherman,and was amazed to see the officer happily collecting money from fishermen.The moral of the story is no matter what you do corrupt will always find way to subvert law.

India has the most toughest laws ,some time draconian also, compared to any democracy  in the world.Yet, it is one of the most corrupt state.What is wrong with us?The implementation of law by all agencies concerned in our country is  the most dismal. Some times the  law has been enacted without working out the mechanism for proper implementation.We have child labour prevention act,dowry prevention act,contract labour prevention act,SC/ST atrocities prevention act and so on.How effective are these laws able to prevent any of the offences under these acts ? Tougher the  laws results in more corruption by implementing agencies.For ,ex: All agencies employing child labour should give monthly bribe to the agency concerned. I once argued with a businessmen why should coffee cost more than four rupees.His reply is  an eye opener to all us.He said,'earlier I  use to give bribe only four to five agencies ,and now I have to give bribe to twenty seven agencies.Besides so many agencies collect HAPTA from us.All these things should be borne by the consumer." This is how our country works.
We have sufficient laws in this country,but what is lacking is its  honest implementation.All law makers  see to it that they are above this law.All implementing agencies have been  made to behave collection agents for their bosses.Tougher the law,more bribe they can extract from the people.All those who are honest were hounded and transferred to most unimportant places.Therefore one should carefully see  the implementation mechanism before enacting any law.Otherwise ,the wrong people occupying the LOKAYUKTA  and LOKPAL offices may likely  become monsters themselves which nobody can handle.

We must  also see that people occupying such offices should never be allowed to participate in any political process,after relinquishing  the office.

ಕನ್ನಡ ಮಾಧ್ಯಮ-ಒಂದು ಚಿಂತನೆ

ನಲವತ್ತು ವರ್ಷದ ಹಿಂದಿನ ಮಾತು .ನಾನು ಒಂದು ಸರ್ಕಾರಿ ಶಾಲೆಯಲ್ಲಿ ಕನ್ನಡ ಮಾಧ್ಯಮ ತರಗತಿಯಲ್ಲಿ ಓದುತ್ತಿದ್ದೆ .ಆ ಕಾಲದಲ್ಲಿಯೂ ಸಹಾ ,ಕನ್ನಡ ಮಾಧ್ಯಮದಲ್ಲಿ ಓದುತ್ತಿದ್ದಾರೆ ಅಂದರೆ , ಅವರು ಪುಂಡು ಪೋಕರಿಗಳು, ಇರಬೇಕು ಅಂಥ ಎಲ್ಲ ಶಿಕ್ಷಕರ  ಅಭಿಮತ .ಅದು ಇಂದಿಗೂ ಬದಲಾಗಿಲ್ಲ ಅನ್ನುವುದಕ್ಕಿಂತ ,ಅಸಡ್ಡೆ ಜಾಸ್ತಿ ಆಗಿದೆ ಅನ್ನಬಹುದು.

ಕನ್ನಡ ಮಾಧ್ಯಮದವರಾದ ನಾವು ಅನುಭವಿಸಿದ ,ಕೀಳರಿಮೆ ಹಾಗೂ ಅಪಹಾಸ್ಯ ,ಯಾರಿಗೂ ಬೇಡ ಅಂಥ ನನ್ನ ಅನಿಸಿಕೆ.

ನಾನು ಮೊದಲಬಾರಿ ಕನ್ನಡ ಮಾದ್ಯಮದಲ್ಲಿ ಮೊದಲ ಧರ್ಜೆ ಯಲ್ಲಿ [ಎಸ್ ಎಸ್ ಲ್ ಸಿ ] ಪಾಸಾಗಿ ಶಾಲೆಗೆ ಹೋದಾಗ ,ನನ್ನ ಶಿಕ್ಷಕರು ಕೇಳಿದ 

ಮೊದಲ ಪ್ರಶ್ನೆ ",ನೀ ಎಲ್ಲಿದ್ದಿಯಯ್ಯ ?ನಿನ್ನನ್ನು ನಾವು ನೋಡೇಯಿಲ್ಲವಲ್ಲ " ಅಂದಿದ್ದಲ್ಲದೆ ,"ನಿನಗೇನಯ್ಯ ಇಂಗ್ಲಿಷ್ ಮೀಡಿಯಂ ತೆಗೆದುಕೊಳ್ಳಲಿಕ್ಕೆ  ಧಾಡಿಯಾಗಿತ್ತು " ಅನ್ನುವ ಉಪದೇಶ  ಬೇರೆ .ನಾನು ಮುಂದೆ ಪಿ ಯು ಸಿ    ಮತ್ತು ಇಂಜಿನಿಯರಿಂಗ್ ನಲ್ಲಿ  ಇಂಗ್ಲಿಷ್ ಪಾಸು ಮಾಡಲು ಪಟ್ಟ ಪರದಾಟ ಅಸ್ಟಿಸ್ಟಲ್ಲ.

ಅಂತೂ ಇಂತೂ ಇಂಜಿನಿಯರಿಂಗ್ ಮುಗಿಸಿ, ಒಂದು ಪರಿಸ್ಟಿತ ಸೌ೦ಸ್ತೆ ಯಲ್ಲಿ ಕೆಲಸಕ್ಕೆ ಸೇರಿದ್ದಾಯಿತು.ಅಲ್ಲಿಯೂ  ನಮ್ಮ ಪರದಾಟ ತಪ್ಪಿದ್ದಲ್ಲ .ನಮ್ಮ ಇಂಗ್ಲಿಷ್ ಮಾತನಾಡುವ ವೈಕರಿ ನೋಡಿ ಎಲ್ಲರೂ ನಮ್ಮನ್ನು ಒಬ್ಬ ಹಳ್ಳಿಮುಕ್ಕ ನಂತೆ ನೋಡುವುದು ಮತ್ತು ಹಾಸ್ಯ ಮಾಡುವುದು ಸಾಮಾನ್ಯವಾಯಿತು.ಸರಿಯಾಗಿ ಇಂಗ್ಲೀಷನಲ್ಲಿ ಮಾತನಾಡಲು ಬಾರದವರು ಅತೀ ದಡ್ಡರು ಅನ್ನುವ ಅಭಿಪ್ರಾಯ ಅಂದೂ ಇತ್ತು ಮತ್ತು ಇಂದೂ ಇದೆ . ಕ್ರಮೇಣ ನನ್ನ ಭಾಷಾ ಜ್ಞಾನವನ್ನು ಸ್ವಲ್ಪ ಮಟ್ಟಿಗೆ ಸುಧಾರಿಸಿಕೊಂಡು ಕನ್ನಡದಲ್ಲಿ ಹಾಗೂ ಇಂಗ್ಲಿಷನಲ್ಲಿ ಒಂದೊಂದು ಪುಸ್ತಕ ಬರೆದೆ.

ಹಾಗಾದರೆ ಅಂತಹ  ಪರಿಸ್ಟಿತಿಯಲ್ಲಿಯೂ ಸಹಾ ನಾವು ಕನ್ನಡ ಓದಲು ಒಂದು ಮುಖ್ಯ  ಕಾರಣವಿತ್ತು .ನಮಗೆ ಕನ್ನಡವನ್ನು ತುಂಬಾ ಚೆನ್ನಾಗಿ ಪಾಠ ಮಾಡುವ ಶಿಕ್ಷಕರಿದ್ದರು .ಕನ್ನಡದ ಬಗ್ಗೆ ಕಿಚ್ಹೆಬ್ಬಿಸುವಂತಹ ಅನಕೃ ಅಂತಹ ಲೇಖಕರು ಹಾಗೂ ಭಾಷಣಕಾರರಿದ್ದರು .ಕುವೆಂಪು ,ಕಾರಂತ ,ಬೇಂದ್ರೆ,ಮಾಸ್ತಿ ,ಗೋಕಾಕ ರಂಥಹ ಉದ್ದಾಮ  ಪಂಡಿತರು ಹಾಗೂ ಬರಹಗಾರರು ,ಕವಿಗಳಿದ್ದರು.ಡಿ ವಿ ಜಿ ಅಂತಹ ದಾರ್ಶನಿಕ ಕವಿಗಳಿದ್ದರು .ಅಡಿಗರಂಥಹ ನವ್ಯ ಪರಂಪರೆಯ ಕವಿಗಳಿದ್ದರು.

ಇನ್ನೂ ನೂರಾರು ಪ್ರಸಿದ್ದ ಬರಹಗಾರರಿದ್ದರು .[ ಉದಾ :ತರಾಸು ,ಬೀಚಿ,ನಿರಂಜನ ಇನ್ನಿತರರು  ].ಸಿನಿಮಾದಲ್ಲಿ ರಾಜಕುಮಾರರಂತಹ ಮೇರು ನಟರಿದ್ದರು.ಇವರೆಲ್ಲರೂ ರಾಜಕಾರಣಿಗಳ ಮೊರೆಹೋಗಲಿಲ್ಲ.   ಪ್ರಶಸ್ತಿ ,ಬಿರುದಾವಳಿಗೆ ಹೊಡೆದಾಡಲಿಲ್ಲ .ಪ್ರಸಸ್ತಿಗಳು ಅವರ ಬೆನ್ನಹತ್ತಿ ,ಅರಸಿ ಬಂದವು .

ಈಗ ,ಉತ್ತಮ ಶಿಕ್ಷಕರಿಲ್ಲ .ಬರಹಗಾರರು ರಾಜಕಾರಣಿಗಳ ಮರ್ಜಿಗಾಗಿ ಓಡಾಡುತ್ತಿದ್ದಾರೆ .ಪ್ರಶಸ್ತಿ ,ಬಿರುದಾವಳಿಗೆ ಗುಂಪುಗಾರಿಕೆ ನಡೆಸುವುದನ್ನು ಬಿಟ್ಟು ಯಾವುದೇ ಉತ್ತಮ ಕೃತಿಯನ್ನು ಬರೆದ ,ಉದಾಹರಣೆಯಿಲ್ಲ .ಇವರು ಕನ್ನಡಕ್ಕಾಗಿ ಕೆಲಸ ಮಾಡದಿದ್ದರೂ ಕನ್ನಡಕ್ಕಾಗಿ ಬೊಬ್ಬೆ ಹೊಡೆಯುದನ್ನು ಬಿಟ್ಟಿಲ್ಲ.ಸಿನಿಮಾದಲ್ಲಿ ಕನ್ನಡದ ಮಾತನಾಡಲೂ ಬರದ ಕಲಾವಿದರೇ ತುಂಬಿದ್ದಾರೆ.ಇವರಿಂದ ಕನ್ನಡ ಹೇಗೆ ಬೆಳೆದೀತು ದೇವರೇ ಬಲ್ಲ.

ಒಂದು ಭಾಷೆ ಉಳಿಯಲು ಅದರ ಸರ್ವತೋಮುಖ ಬೆಳವಣಿಗೆಯಾಗಬೇಕು.ಇದು ಇಂದಿನದಿನಗಳಲ್ಲಿ  ಸಾಧ್ಯವೇ.? ಭಾಷೆಗೂ ಮತ್ತು ನಮ್ಮ ಬದುಕೀಗೂ ಗಾಢ ಸಂಭಂದ ವಿದೆ .ನಾವು ಇಂಗ್ಲಿಷ್ ಪ್ರೇಮಿಸುವುದು ರೊಟ್ಟಿಗಾಗಿ ಮತ್ತು ಗೇಣು ಬಟ್ಟೆಗಾಗಿ.ನಾವು ಕನ್ನಡ ಕಲಿಯಬೇಕು ನಮ್ಮತನದ  ಉಳಿವಿಗಾಗಿ ನಮ್ಮ ಬದುಕಿಗೆ ಅರ್ಥ ನೀಡುವುದಕ್ಕಾಗಿ.ಇವೆರಡು ನಮಗೆ ಅನಿವಾರ್ಯ ಅನ್ನುವುದನ್ನು ನಾವು ತಿಳಿದಲ್ಲಿ ಬದುಕು ಸುಗಮವಾಗುತ್ತದೆ .

ವಿಶ್ವ ಕನ್ನಡ ಸಮ್ಮೇಳನ ಬೆಳಗಾವಿಯಲ್ಲಿ ತುಂಬಾ ಅದ್ದೂರಿಯಾಗಿ ನಡೆಯಿತು ಎಂದರೆ ತಪ್ಪಾಗಲಾರದು .ಇದರಿಂದ ರಾಜ್ಯ ಸರಕಾರಕ್ಕೆ ಎಷ್ಟು ಲಾಭವಾಗಿದೆ ಎನ್ನುವದಕ್ಕಿಂತ ನಮ್ಮ ವರ್ಚಸ್ಸು ವಿಶ್ವ ಮಟ್ಟದಲ್ಲಿ ಎಷ್ಟು ಬೆಳೆಯಿತು  ಎಂಬುದು ಮುಖ್ಯ .

ಈ ಸಮ್ಮೇಳನವನ್ನು ಯಾರು ಉದ್ಘಾಟಿಸಬೇಕು ಎಂಬ ವಿಚಾರ ಸಾಕಷ್ಟು ಚರ್ಚೆಯ ವಿಚಾರಕ್ಕೆ ಎಡೆಮಾಡಿ ಕೊಟ್ಟರೂ ಸಹಾ ರಾಜ್ಯ ಸರಕಾರ ಪಟ್ಟು ಬಿಡದೆ ಮಾನ್ಯ ನಾರಾಯಣಮೂರ್ತಿಯವರರಿಂದ ಈ ಕೆಲಸ ಮಾಡಿರುವುದು  ತುಂಬಾ ಶ್ಲಾಘನೀಯ .ನಾವು ಯಾವುದೇ  ಕೆಲಸ ಮಾಡಲು ಹೋದರೂ ಸಹಾ ಒಂದಲ್ಲ ಒಂದು ಅಪಸ್ವರಗಳು ಬರುವುದು ಸಹಜ.ಆದರೆ ನಾರಾಯಣ ಮೂರ್ತಿಯವರು  ಇದಕ್ಕೆ ಅರ್ಹ ವ್ಯಕ್ತಿಯೇ ಎಂದು ಕೇಳಿರುವುದು ಎಷ್ಟರ  ಮಟ್ಟಿಗೆ  ಸರಿ ಎನ್ನುವುದಕ್ಕೆ ಕನ್ನಡಿಗರೆಲ್ಲ ಉತ್ತರ ನೀಡಿದ್ದಾರೆ.

ಮಾನ್ಯ ನಾರಾಯಣಮೂರ್ತಿ ಹಾಗೂ ಸರ್ ಮ್  ವಿಶ್ವವೇಶ್ವರಯ್ಯ  ಇಬ್ಬರು ಕೋಲಾರ ದವರಾಗಿರುವುದು ಕಾಕತಾಳಿಯವಾದರೂ ಸಹಾ,ಕರ್ನಾಟಕಕ್ಕೆ ಈ ಇಬ್ಬರ ಕೊಡುಗೆ ಅಪಾರ.ಸರ್.ಮ್ .ವಿ  ಸ್ವಾತಂತ್ರ ಪೂರ್ವದಲ್ಲಿ ಮಾಡಿದ ಕೆಲಸದಿಂದ ಹಳ್ಳಿಯ ಜನರ ಬದುಕನ್ನೇ ಬದಲಾಯಿಸಿದ ಮಹಾಪುರುಷ. ಇಂದಿಗೂ ಕರ್ನಾಟಕದ ಎಷ್ಟೋ ಕಡೆಯಲ್ಲಿ ಅವರ ಫೋಟೋ ಇಟ್ಟು ಜನರೂ ಪೂಜಿಸುತ್ತಾರೆ.ಅವರು ಬಹಳ ಹಿಂದೆಯೇ "indutrialise or perish " ಎಂದು ಹೇಳಿದವರು.ಅವರೇನಾದರೂ ಈಗ ಇದ್ದಿದ್ದರೆ ,ಅವರನ್ನು ಬಹುರಾಷ್ಟ್ರೀಯ ಸೌನ್ಸ್ತೆ  ಏಜೆಂಟ್ ಎಂದು ಕರೆದು ಬಹಿಸ್ಕಾರ ಹಾಕುತಿದ್ದರೋ ಏನೋ ತಿಳಿಯದು !

ನನ್ನ ಮಟ್ಟಿಗೆ ಏನ್ .ಆರ್.ಏನ್  ಆಧುನಿಕ  ತಂತ್ರ ಜ್ಞಾನದ  ವಿಶ್ವವೇಶ್ವರಯ್ಯ ಅಂತ ಕರೆದರೆ ತಪ್ಪಾಗಲಾರದು .ಮಾಹಿತಿ ತಂತ್ರ ಜ್ಞಾನದ  ಹರಿಕಾರನಾಗಿ ,ಲಕ್ಷ ಲಕ್ಷ ತಂತ್ರ ಜ್ನಾನಿಗಳೀಗೆ ಉದ್ಯೋಗವನ್ನು ನೀಡಿದವರು.ಜಾಗತಿಗಮಟ್ಟದಲ್ಲಿ ಕರ್ನಾಟಕದ ಹೆಸರನ್ನು ಪ್ರಸಿದ್ದಿಗೊಳಿಸಿದವರು.ತಮ್ಮ ಸ್ವಂತ ಯೋಗ್ಯತೆಯಿಂದ ಜಾಗತಿಗಮಟ್ಟದಲ್ಲಿ ಕೀರ್ತಿ ಗಳಿಸಿದ ಇನ್ಫೋಸಿಸ್ ಅನ್ನು  ಹುಟ್ಟು ಹಾಕಿದವರು .ಇಂತವರು ನಮ್ಮವರು ಎಂದು ಹೇಳಲು ಹೆಮ್ಮೆ ಪಡಬೇಕು ,ಆದರೆ ನಮ್ಮಲ್ಲಿ ಕೆಲವು ಬುದ್ಧಿ ಜೀವಿಗಳು ಅನಿಸಿಕೊಂಡವರು ಇವರ ಕಾಲೆಳೆವುದರಲ್ಲಿ ಹೆಚ್ಚಿನ ಸಂತೋಷ ಪಡುವುದು ,ನಿಜಕ್ಕೂ ವಿಷಾದನೀಯ .

Japan tsunami- Is India sitting on ticking bomb?

Although we are facing one after another natural disasters,we fail to understand one thing that we should not mess up with nature.Hundreds of years hard work can we wiped out with in a day  if we do not respect nature.Tsunami in Jawa and the latest tsunami in Japan, should be  a wake up call for all of us,who are having misplaced priorities on development.

Modern meaning of development means uncontrolled industrialization.The positive side of industrialisation is ,it will create jobs,bring more prosperity for many individuals.On the other hand,industrialisation exploits nature,creates pollution on land ,water and air which is main source of our survival.Industrialization means,demand for more power,which will in turn puts lot of demand on coal,gas and nuclear fuel.Mushrooming growth of nuclear plants in the name of clean power,is putting the whole human race at risk at the cost of so called development.Our experts on nuclear energy understand very little and they keep lecturing on growth of nuclear energy and their claim on nuclear programme is  that our programme is extremely foolproof ! We did not learn anything from Chernobyl ,nor  are  we going to learn anything from the present,crisis in Japan nuclear plant disaster.

We are  putting nuclear plants everywhere,Kalpakam,Kaiga,and Rantnagiri so on, so forth. One major earth quake or Tsunami can cause a nuclear disaster which we are not  very sure ,that we are well equipped to handle. DO we have a plan to handle such disasters? Can the citizens of this country believe what our experts say? Do we have enough checks and balances on this programme? Are the People  made Guinea pigs,at the whims and fancies of these people?All the citizens of this country  likes to know.

corruptions takes a new dimension in India.

India with latest scams,may soon become one of the most corrupt democracy in  the world.This is happening ,when one of the most honest,educated,dignified person is leading the country.What is wrong with us?what has gone wrong? Why our politicians and industrialists have become so greedy?We have familiar excuse of always telling that when the whole system is corrupt what individual can do? Hence corruption is justified,glorified and corrupt people have a dignified place in society.

Individuals being corrupt is no more important now.Systemic corruption is most important and has taken a most dangerous dimension. Before liberalisation the corruption was limited to a few individuals and the amount involved was never more than few crores.Even  during licence raj the corruption was never so much as we see today.Much talked about Bofors was only 64 crores.Harshad mehta claimed that he has given one crore to then Prime ministrer.If any body makes a such a claim today  people will laugh at him.Even SUKHRAM house only four crore was unearthed by CBI which made big news those days.

Now a days even a corporater  in BBMP is involved in 87 crores scam.State Ministers might be dealing in houndreds of crores  and Chief Ministrers in thousands of crores.Therefore ,it is obivious,that there is big fight for becoming a minister at all levels.If  you talk of central goverments scams are in thousands or in lakhs of crores.

With all these corruption none of the politicians or judges have been jailed so far,is an indication there is total failure of contorl mechanism.Men at the highest level made themselves immune to any kind investigation or punishment.

However,punishment as a deterrent which may not completely  able to remove corruption.Prevention is better than cure.Therefore, we should learn from advanced democracies how we can eliminate corruption.Unless we do this we may not remain  as free society for long.Let us put in mechanism to prevent corruption as early as possible .Time is running out.It should start from top.This may need great sacrifice,but it should be done if we are to save this country from anarchy.

So much moral degradation has set in  all walks of life,right from small officials to highest level corruption is wide spread.It is not limited to any political party.All are same when they are in power.
I have tried to find some reasons for this.

1.Economic liberalisation should have been resorted after putting proper control  mechanism.Laws should have amended to punish those who would  miss use the liberalisation mechanism.We should learn something from Singapore.
2.law should be applicable to all,including politicians,industrialists,bureaucrats etc.There should be system which will monitor this.
3.Judiciary should also be not above law.Corruption in Judiciary is most dangerous and should be  dealt with more severely.
4.Appointment to top posts like CVC,ELECTION COMMISSIONER,cabinet secretary,chief secretary,CBI Director,STATE POLICE CHIEFS SHOULD BE DONE BY RESPECTIVE LEGISLATURE/PARLIAMENT.
5.Police commission should be constituted in all states to take care of appointments,transfer,modernisation of police force.Political interference should be avoided.
6 A separate body for fraud investigation in state and central level should be formed with full powers to investigate and punish the guilty.

All corruption in society is related to corrupt practice followed in election.Unless we curb the money power during election and elect educated people,we are bound to face more problems in future.

Last but not least important thing is the participation criminals in electoral process.All major parties should take solemn oath that ,they will never field a criminal as candidate and also law should amended to barring them in participating for election.
