Once upon a time there was king and he found one of his officer was very corrupt.Where ever he was posted he use to extract money from the people by harassing them.The king then decided to post him to a place where there was no scope for any corrupt practice.One of the ministers gave him an novel idea that he could be posted near sea and made to count the number of waves hitting the seashore every day .This way he could be kept busy and there was no chance for him to extract money from anybody.The king accepted their suggestion and he was posted near the sea.
The official went to the seashore started lazily counting the waves.Soon he saw some fishermen entering the sea for fishing with out his permission.Then he shouted ,"Ye, Fishermen you can not enter the sea ,and disturb the waves.The king has ordered me to keep proper count of waves." Poor fishermen begged him to allow them fishing ,with out which they will not be able to feed their family.Then he struck a deal with them,that,they should give him one fourth of their income everyday.One day,king asked the minister to go and see what is happening with this fellow.The minister went in indisguise as fisherman,and was amazed to see the officer happily collecting money from fishermen.The moral of the story is no matter what you do corrupt will always find way to subvert law.
India has the most toughest laws ,some time draconian also, compared to any democracy in the world.Yet, it is one of the most corrupt state.What is wrong with us?The implementation of law by all agencies concerned in our country is the most dismal. Some times the law has been enacted without working out the mechanism for proper implementation.We have child labour prevention act,dowry prevention act,contract labour prevention act,SC/ST atrocities prevention act and so on.How effective are these laws able to prevent any of the offences under these acts ? Tougher the laws results in more corruption by implementing agencies.For ,ex: All agencies employing child labour should give monthly bribe to the agency concerned. I once argued with a businessmen why should coffee cost more than four rupees.His reply is an eye opener to all us.He said,'earlier I use to give bribe only four to five agencies ,and now I have to give bribe to twenty seven agencies.Besides so many agencies collect HAPTA from us.All these things should be borne by the consumer." This is how our country works.
We have sufficient laws in this country,but what is lacking is its honest implementation.All law makers see to it that they are above this law.All implementing agencies have been made to behave collection agents for their bosses.Tougher the law,more bribe they can extract from the people.All those who are honest were hounded and transferred to most unimportant places.Therefore one should carefully see the implementation mechanism before enacting any law.Otherwise ,the wrong people occupying the LOKAYUKTA and LOKPAL offices may likely become monsters themselves which nobody can handle.
We must also see that people occupying such offices should never be allowed to participate in any political process,after relinquishing the office.
